Responsible for the day-to-day operations of the Town of Winnsboro in accordance with South Carolina law and Town ordinances. Oversees a budget of approximately $24,000,000 and approximately 100 year-round employees in thirteen departments. Responsible for implementing the policies and directives of the Mayor and Town Council, managing and controlling the functions of all departments, and interacting with Federal, State, and local officials. Responsible for formulating and submitting a proposed annual budget to Town Council, monitoring and analyzing the financial conditions while administering the operating budget. Facilitates directives as set forth by the Mayor and Town Council.


Oversees the operations of all departments including: Finance, Public Safety (Police and Fire),

Community Development, Human Resources, Streets and Sanitation, Building, Zoning & Planning, City Clerk, and Utilities (Water, Sewer, Electric and Gas).

Executes the policies, directives, and legislative actions of Town Council.

Consults with department heads concerning budget preparations and prepares annual budget for Town Council’s review.

Provides instruction and guidance to department heads.

Develops capital improvement plan and other initiatives.

Attends to legal matters including contract negotiations.

Attends all Town Council meetings.

Performs other duties as assigned by Town Council or State Law.


Necessary Knowledge, Skills and Abilities

  1. Knowledge of the methods, policies, operations and procedures of municipal government.
  2. Ability to mentor, lead and develop staff.
  3. Ability to maintain harmonious and effective working relationships with Town Council, Mayor, employees and the general public.
  4. Knowledge of budget formulation and implementation.
  5. Knowledge of personnel management and supervision.
  6. Knowledge of municipal utilities administration (i.e. water, sewer, electric and gas)


  1. A bachelor’s degree in political science, public administration, accounting or closely related field; masters in public administration or equivalent preferred.
  2. At least five years of increasingly responsible government management experience required; three years of supervisory experience preferred; and/or
  3. Any equivalent combination of education and experience, which provides the necessary knowledge, skills, and abilities.
  4. Proven leadership, managerial, and interpersonal skills.
  5. Financial, analytical and budget management skills.
  6. Valid South Carolina Driver’s license.
  7. Must be bondable.


Requires frequent use of personal computer, including word processing, database and spreadsheet programs; calculator, telephone, copier, pager, cell phone and fax machines.
