South Carolina Department of Natural Resources (DNR) Declares Moderate Drought Conditions

Winnsboro SC —  South Carolina Department of Natural Resources has declared moderate drought conditions in Fairfield and Richland Counties

n

WHEREAS, the South Carolina Department of Natural Resources (DNR) has declared that moderate drought conditions exist in Fairfield and Richland Counties; and

n

n

WHEREAS, Town of Winnsboro provides water services in Fairfield and Richland Counties and is duty bound to activate the Town’s Drought Management Plan [Title V Chapter 53.44 Winnsboro Code of Ordinances] ; and

n

n

WHEREAS, moderate drought calls for voluntary action and not mandatory action from consumers in hopes of achieving overall reductions of  20% from residential users and 15%  from other users like commercial, industrial, institutional and irrigation; and

n

n

WHEREAS, the Council finds that efforts of informed and responsible Water User, can prevent the dissipation of the Towns water resources to a point where the State will require mandatory water restrictions;

n

n

THEREFORE, Pursuant to the powers granted the Town of Winnsboro through the South Carolina Drought Response Act, I, Roger Gaddy, Mayor, do proclaim and ordain the existence of a moderate drought for the Water Department and call upon the Winnsboro water customers to commence voluntarily reduction of the use of water through:

n

(a)                Reducing residential water use to 65 gallons per day- per person and a maximum of 200 gallons per household per day;

n

n

(b)             Eliminating the washing down of sidewalks,  driveways, parking lots, tennis courts and other hard surfaced areas;

n

n

(c)               Eliminating the washing down of buildings for purposes other than immediate fire protection;

n

n

(d)              Eliminating the flushing of gutters;

n

n

(e)               Eliminating the domestic washing of motorbikes, boats, cars and the like;

n

n

(f)                 Eliminating the use of water to maintain fountains, reflection ponds and decorative water bodies for aesthetic or scenic purposes, except where necessary to support aquatic life;

n

n

(g)               Reducing watering of lawns, plants, trees, gardens, shrubbery and flowers on private or public property to the minimum necessary;

n

n

(h)        Reducing the amount of water obtained from fire hydrants for construction purposes, fire drills or for any purpose other than firefighting or flushing necessary to maintain water quality.

 DURATION:

n

This proclamation will remain in effect from the date of issuance until weather conditions provide sufficient rain to cause the DNR Drought Committee to give notice that the moderate drought conditions have ended.
